The second source of information used was permit information from the San Joaquin
County Environmental Health Department.
The third informational gathering source is the Environmental Questionnaire found in
Appendix B. This documents environmental information from the current owner,
Madeleine G. Lawton, and her daughter Diana Miller, as representative of the Family
Limited Partnership.
The fourth informational source is the 2003 Groundwater Lines of Equal Elevation Map
found in Appendix E illustrating the depth to groundwater. This depth can be correlated
with the United States Geological Survey Map (USGS) Stockton East Quadrangle Map,
which illustrates the elevation of the site to be approximately 27 ft MSL. The groundwater
flow direction appears to be slightly in a south-southwesterly direction.
i
§ 3.2 Description of all past on-site potential and/or known above and below ground sources of
contamination identified at the project site would include lead paint(due to the age of the
residential structure) and asbestos. As referenced, there was no testing of any of the on-site
structures.
There is an extremely slight potential of DDT residual insecticide from farming operations
that may have taken place on the property decades ago. However, this is highly improbable
and inconsequential.
§ 3.3 Description of all current on-site potential and/or known above ground and below ground
sources of contamination identified at the project site include: No sources of current
observable above ground contamination. The likelihood of subsurface contamination can be
considered remote. No electrical transformers are on the property; however, there is a
transformer across the street from the property. This transformer appears to be relatively
new, and unlikely to contain polychloride biphenyls (PCBs). If there was a leak or
explosion, it would be the responsibility of the transformer owner to mitigate contamination.
§ 3.4 Description of all past off-site potential and/or known above and below ground sources of
contamination identified in the area of the project site that has or may impact the project
site includes information conveyed by the Rec-Check document. The 1-Mile Radius Map
illustrates three sites north of the property, which can be considered"upgradient"to the
property with regard to groundwater flow. These are referenced as Site Numbers 2, 9 and
10. Eight Sites are located to the south of the property, which are"downgradient"and
extremely unlikely to affect the property. Site Number 2 was a gas station with a Leaking
Underground Storage Tank(LUST). This site was closed by the Regional Board in 1997.
Site Number 10 was also a LUST at Franklin High School. This case has also been closed
in April 2004 by EHD. Site Number 9 is the Marley Cooling Tower Site, which is a highly
contaminated site. It has been undergoing characterization and remediation for the past 20+
years. It cannot be stated definitively, which properties may have been affected by
contamination from this site.
Page -4-
Chesney Consulting
