He said the spill had <br /> occurred at the 76 Station located at 4100 E.Fremont St. in Stockton. He added that the station <br /> attendant had angrily refused to cleanup the spill. <br /> 6. <br /> 0945 -I notified Allison Youngblood of SJ Co. Environmental Health of the spill report. Mrs. <br /> Youngblood said she would be responding. <br /> 1030-I arrived at the facility. Mrs. Youngblood had just arrived and had begun her inspection. The <br /> spill had already been removed and the manager of the station had said it was only about a gallon and <br /> he did not report the spill because he felt it was not a"significant release". I provided him with a <br /> copy of the spill/release notification guidance. Mrs. Youngblood continued to perform a tank/pump <br /> inspection where she did locate a leak in the pump of the diesel storage. I performed a business plan <br /> inspection and found only minor discrepancies that were corrected at the time of inspection. <br /> V <br /> 1145 -Completion of inspection. <br /> ` Note,Mr. Grewal;the manager,was very cooperative and was willing to do what ever was required to <br /> be incompliance with regulations. He did express concern about how to determine what quantity was <br /> a significant release and that if he reported every time a customer spills a small amount of gas onto <br /> the ground, that it would prompt inspectors to visit his facility. I told him the state regulation does not <br /> hu base the reporting requirement on the size of the spill,rather it is based on "significance. I told him <br /> to use his best judgment taking all the circumstances into consideration and if he was still unsure, to <br /> report it anyway. However,Mrs. Youngblood did tell him that a 1 gallon gasoline was required to be <br /> `, reported to Environmental Health to comply with the Prop. 65 notification. To his concern about <br /> inspectors,I responded, OES is aware that gasoline is spilled frequently at gas stations, and those <br /> kind of reports,however frequent, would not necessarily prompt an inspection as long as the <br /> "business' made the report. <br /> i_ <br /> r <br /> r <br /> Page 3 <br /> r <br />
