Analysis Background Site Approval No. SA-01-87 was submitted for the expansion of an existing farm machinery sales and agricultural feed and grain sales facility in three phases. The phasing will allow seven structures to be built over a 48-month period. The applicant proposes to expand the existing facility by: 1 Adding five acres to the site, expanding the storage area and display area. 2. Adding two canopies totaling approximately 3,560 square feet. 3. Adding three buildings totaling 10 750 square feet. 4 Adding to the existing shop totaling 1,200 square feet. 5 Adding a wholesale nursery. The use types that have been requested as part of the Site Approval application are Agricultural Sales - feed and grain-, Equipment Sales and Repair-farm machinery sales and farm machinery repair, and Nursery Sales and Services -wholesale nursery. The Travin Toys, Inc., Farm Equipment& Service List was submitted as part of the application. The Community Development Department reviewed the list and requested that a more detailed list be provided, including a description of the items and the potential use types. On January 18, 2002, the revised list was received. The Community Development Department reviewed the list and prepared a response that stated whether the item belonged in one of the approved use types. The response was attached to the Conditions of Approval as "Attachment A." Appeal Statement 1 "Items on the Counties staff Attachment A"Evaluation of Items on List provided by Terry Remitz" were declined or"no". All items on the Travin Toy's Inc. Farm Equipment and Service List"Green List" dated 1- 18-02 are either items under: "A: Agriculture Sales, Feed and Grain S31es. "B: Equipment Sales and Service and Repair-, Farm Machinery Sales. "These items should not be declined and should be approved." Response to Appeal Statement 1 The Community Development Department reviewed all of the items on the Travin Toys, Inc., Farm Equipment & Service List dated January 18, 2002, and determined some of the items on the list did not belong in the use types approved for SA-01-87. The approved use types are Agricultural Sales-feed and grain; Equipment Sales and Repair-farm machinery sales and farm machinery repair; and Nursery Sales and Services -wholesale nursery. The Community Development Department prepared a table (Attachment A) as a response to the appl!cant's list. In the table, there is a column that indicates whether or not the item belongs in one of the use types. If the item does not fit into an approved use type, the appropriate use type is indicated.
