San Joaquin Valley <br /> Unified Air Pollution Control District <br /> October 11, 1996 ti <br /> Chandler Martin OCT 1 51996 <br /> San Joaquin County COMMUNITY gEytWr,,0,,E s T ODE-- <br /> Community Development Department PLANNING DWISp.1 <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: MINOR SUBDIVISION (MS-96-23) TO CREATE 12 LOTS <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the <br /> proposed project and offers the following comments: <br /> San Joaquin Valley's air quality has been designated serious nonattainment by the <br /> EPA and severe nonattainment by the California Air Resources Board (CARS) for Os <br /> (ozone). PM-10 (fine particulate matter, dust) has been designated serious <br /> nonattainment by the EPA and nonattainment by the CARS. The Federal Clean Air Act <br /> (CAA) and the California Clean Air Act require areas that are designated nonattainment <br /> to reduce emissions until standards are met. <br /> Based an the information provided, a negative declaration is appropriate from an air <br /> quality perspective. However, preliminary modeling indicates this project (80 acres of <br /> Limited Industrial and 6.2 acres of Freeway Service) could potentially produce over <br /> 4000 vehicle trips daily. Although the resulting vehicle emissions do not exceed the <br /> District's thresholds of significance for ozone Precursors (reactive organic gases [ROG] <br /> or oxides of nitrogen (NOxI), degradation of the ambient air quality will result. <br /> Therefore. the District recommends implementing the following measures designed to <br /> reduce the number of vehicle trips and associated emissions. <br /> • Provision of preferential parking spaces fcr those employees who participate in <br /> carpooling or vanpociing. <br /> • Cffer free or substantially reduced transit passes to employees. <br /> • Sail or disperse transit passes on site. <br /> David L.
