San Joaquin Valley Unified Air Pollution Control District October 11, 1996 ti Chandler Martin OCT 1 51996 San Joaquin County COMMUNITY gEytWr,,0,,E s T ODE-- Community Development Department PLANNING DWISp.1 Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: MINOR SUBDIVISION (MS-96-23) TO CREATE 12 LOTS Dear Mr. Martin: The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed project and offers the following comments: San Joaquin Valley's air quality has been designated serious nonattainment by the EPA and severe nonattainment by the California Air Resources Board (CARS) for Os (ozone). PM-10 (fine particulate matter, dust) has been designated serious nonattainment by the EPA and nonattainment by the CARS. The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Based an the information provided, a negative declaration is appropriate from an air quality perspective. However, preliminary modeling indicates this project (80 acres of Limited Industrial and 6.2 acres of Freeway Service) could potentially produce over 4000 vehicle trips daily. Although the resulting vehicle emissions do not exceed the District's thresholds of significance for ozone Precursors (reactive organic gases [ROG] or oxides of nitrogen (NOxI), degradation of the ambient air quality will result. Therefore. the District recommends implementing the following measures designed to reduce the number of vehicle trips and associated emissions. • Provision of preferential parking spaces fcr those employees who participate in carpooling or vanpociing. • Cffer free or substantially reduced transit passes to employees. • Sail or disperse transit passes on site.
