" 304 East Weber Avenue, Third Floor, Stockton, California 95202-2708
(lFOf+N
January 16, 2006
To: San Joaquin County Community Development Department
From: San Joaquin County Environmental Health Department -
Contact Person: Rodney Estrada, Lead Senior R.E.H.S., Phone: (209) 468-0331
RE: PA-0500871 (GP) (Pre-application), SU0005855, Attention: Cealy Lein
10989 N. Pearson Road, Lodi
The Environmental Health Department has the following concerns on this pre-application that
need to be addressed (state specifics).
A. The Environmental Health Department requires a soil suitability/nitrate loading study
indicating that the area is suitable for septic tank usage. This must be performed prior to
acceptance of the application (San Joaquin County Development Title, Section 9-1105.2(d)).
A nitrate loading study is required, and a review fee of$465.00 must be paid at time of
submittal to the Environmental Health Department.
The sewage disposal system shall comply with the on site sewage standards of San Joaquin
County prior to approval. A percolation test that meets absorption rates of the manual of
septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal
system is required for each parcel. A permit fee of$93.00 per percolation hole is required.
B. The existing private water wells shall be tested for the chemical Dibromochloropropane
(DBCP) and nitrates prior to acceptance of application. Samples are to be taken and analyzed
by a State-approved laboratory (San Joaquin County Development Title, Section 9-1115.7).
C. Construction of individual sewage-disposal-system(s) under permit and inspection by the
Environmental Health Department is required at the time of development based on the Soil
Suitability Study/Nitrate Loading Study findings (San Joaquin County Development Title,
Section 9-1110.3 & 9-1110.4).
MH:tl
