PA-0500871 OF ROGER W. & RUTH L. KEENER (APN: 059- <br /> 190-04) (ADDRESS: 10989 N. PEARSON ROAD, LODI) <br /> The applicant has submitted the above referenced General Plan Map <br /> Amendment pre-application to amend the General Plan designation of one parcel <br /> consisting of 10.07 acres from A/G (General Agriculture) to I/L (Limited <br /> Industrial). The project is located west of N. Pearson Road, 612 feet north of <br /> Eight Mile Road. The property is zoned AG-40 (General Agriculture, 40-acre <br /> minimum) and the General Plan designation is A/G (General Agriculture). <br /> The project site is primarily flat, fallow agricultural land. Parcels to the north and <br /> west are agricultural with single family residences; to the east the project site is <br /> bordered by the Southern Pacific Railroad Right-of-Way; the parcel to the south <br /> is an RV Park. The proposed underlying project is for an RV storage facility. <br /> Basis for Approval for General Plan Amendments <br /> Development Title Section 9-803.4 states that prior to approving a General Plan <br /> Amendment application, the Planning Commission and the Board of Supervisors <br /> shall determine that the internal consistency of the General Plan is maintained in <br /> the adoption of the Amendment. The proposed amendment must be consistent <br /> with various General Plan goals, policies, objectives and implementation <br /> measures. <br /> Rural communities represent those areas most environmentally sensitive. It has <br /> been identified in the General Plan that such rural areas shall support minimal <br /> growth and that any urban development would be directed towards the cities as <br /> much as possible. Accordingly, urban communities represent the built <br /> environment and as such, should be accommodated only where public services <br /> I <br />
