REVISED CONDITIONS OF APPROVAL <br /> QX-98-0001 <br /> Moffatt <br /> Revisions of Approved Actions for Quarry Excavation Application No. QX-98-0001 was approved by <br /> the San Joaquin County Planning Commission on June 4, 2009. The effective date of approval is <br /> June 14, 2009. This approval will expire on December 31, 2023, which is the new expiration date, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been secured and remain in force, and (3) all necessary permits from other agencies have <br /> been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Kevin Swanson, 468-9653) <br /> a. APPROVAL: This approval shall be for a three-phased excavation of 45 acres of a 310-acre site, <br /> as shown on the Mining and Reclamation Plans dated May 19, 1998. <br /> b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a registered Civil <br /> Engineer, showing drainage, driveway access details, on-site parking, existing and proposed utility <br /> services, grading, and reclamation. Storm drainage runoff shall be retained on the site. The <br /> drainage pattern and corresponding storm drain improvements shall be shown on the Plan. A plan <br /> check fee as specified by Section 9-240 will be required. The Mining and Reclamation Plan shall be <br /> approved by pll agencies with permit authority prior to initiating the use. <br /> c. STOCKPILES AND SCREENING: No stockpiled soil or material shall be placed closer than 25 <br /> feet to a property boundary except where shown on plans to provide landscape berms for screening <br /> (provided that sight distances at road intersections are not impaired). (Development Title Section 9- <br /> 1415.3[b]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property that <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic-control and warning signs shall be installed, if required, at such intersections. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> e. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by the Development Services Division shall be part of the reclamation plan. (Development <br /> Title Section 9-1415 3[d]) <br /> f PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit.
