d. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 &9-1110.4). <br /> e. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to <br /> an above ground system approved by the Environmental Health Department. A registered <br /> engineer must design this system. The material collected in the above ground holding system <br /> must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be <br /> obtained from the Environmental Health Department. A$250 plan check fee is required at the <br /> time of submittal. <br /> f. If hazardous material(s) is stored on site, applicant must register with San Joaquin County Office <br /> of Emergency Services. <br /> g. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be <br /> obtained from the EHD. The applicant must also obtain an EPA Identification Number, and <br /> comply with all applicable regulations. <br /> 4. SAN JOAQUIN COUNCIL OF GOVERNMENTS(Staff Contact: Laurel Boyd, 209-235-0600) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). This can be up to a 90-day process and it is recommended that the <br /> project applicant contact SJMSCP staff as early as possible. It is also recommended that the <br /> project applicant obtain an information package. <br /> 5. SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT(Staff Contact: Angel Lor, 559-230- <br /> 5808) <br /> a. District Rule 9510 is intended to mitigate a project's impact on air quality through project design <br /> elements or by payment of applicable off-site mitigation fees. Any applicant subject to District Rule <br /> 9510 is required to submit an Air Impact Assessment application to the District no later than seeking <br /> final discretionary approval and to pay any applicable off-site mitigation fees before issuance of the <br /> first building permit.
