e. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development Title <br /> Sections 9-1110.3 and 9-1110.4) <br /> f. The existing well is of unknown construction and may be used only for irrigation purposes. <br /> Construct a water well under permit and inspection by the Environmental Health Division prior to <br /> occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Division (Development Title 22, Sections 9- <br /> 1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> g. Install an approved back-flow prevention device on the water supply system (California Code of <br /> Regulation, Title 17, Section 7603). <br /> h. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to <br /> an above-ground system approved by the Environmental Health Division. A registered engineer <br /> must design this system. The material collected in the above-ground holding system must be <br /> analyzed for hazardous constituents prior to disposal. Specific test requirements may be <br /> obtained from the Environmental Health Division. A plan check fee of$174.00 is required at the <br /> time of submittal, effective August 1, 2000. <br /> i. If hazardous material is stored on the site, the applicant must register with the County Office of <br /> Emergency Services. <br /> j. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> 4. REGIONAL WATER QUALITY CONTROL BOARD (Staff Contact: Timothy O'Brien, (916)255-3000) <br /> a. If the wastewater disposal alternative includes on-site treatment and/or disposal of wastewater, <br /> then consistent with California Water Code Section 13260, the owner and/or operator is required <br /> to submit a Report of Waste Discharge at least 120 days prior to discharging wastewater. <br /> 5. OFFICE OF EMERGENCY SERVICES (Staff Contact: Dennis Fields, 468-3969) <br /> a. If the wine processing facility will handle or store hazardous materials such as gasoline, propane, <br /> oxygen, acetylene, etc., at the threshold reporting quantities (55 gallons liquid, 500 pounds solid, <br /> and 200 cubic feet gas), then the business will be required to complete and submit a Hazardous <br /> Materials Management Plan (HMMP) to the Office of Emergency Services. The business will <br /> have 30 days to complete the HMMP once a hazardous material arrives on the site. <br /> b. If the facility will use an extremely hazardous substance (anhydrous ammonia, chlorine, sulfur <br /> dioxide) equal to or greater then threshold reporting quantities, then the business will be required <br /> to complete a Risk Management Plan prior to operation of the facility. <br /> Conditions of Approval -5 - UP-00-12 <br />
