EI Dorado Street, Stockton, CA 95202, (209) 937-8266 <br /> Subject: City Community Development Department Response to San Joaquin County <br /> Referral— PA-0700588'(ZR) (Pre-application) <br /> Project Description: A Zone Reclassification, pre-application to change a 5-acre parcel from <br /> AU-20 (Agriculture-Urban Reserve, 20-acre minimum) to R-L (Low-Density <br /> Residential). <br /> Stockton General Plan Designation: (1990) Low/Medium Density Residential <br /> (2035) Low-Density Residential <br /> Recommendation: Denial, The Planning Division has reviewed the referral for a Zone <br /> Reclassification pre-application to change a five-acre parcel from AU-20 (Agriculture-Urban <br /> Reserve, 20-acre minimum) to R-L (Low-Density Residential) (PA-0700588), for property <br /> located on the west side of Pock Lane, 450 feet north of Carpenter Road (APN 179-130-14). <br /> We request that the applicants he advised that the Citywould recommend denial of this project if <br /> it is submitted as a full application. The project is inconsistent with applicable City General Plan <br /> Goals and Policies regarding the DeyelopTent of urban uses. Specifically, it is located within <br /> the urban area and is intended to be served by full public services,which requires annexation of <br /> the site into the City. In addition, the proposed on-site storm water retention basin is <br /> inconsistent with applicable City developrnent,standards; the proposed lots sizes are, for the <br /> most part, significantly smaller than City standards and would require careful scrutiny to <br /> determine whether a planned development would be appropriate- Further, the amount of open <br /> space is not adequate for the proposed density and type of development. Finally, development <br /> of-the project-site should be incorporated into a larger-area for master--planning-with--a thorough <br /> and detailed environmental review. <br /> Thank you for the opportunity to comment orT this application. <br /> BARBARA C.
