San Joaquin valley Air Pollution Control District Zoog November 29, 2001 Jennifer Jolley San Joaquin County Community Development Department Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: UP-01-05 RELIGIOUS ASSEMBL v BUILDING Dear Ms Jolley: The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed project and offers the following comments: The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Based on the information provided, it appears that this project will have a less-than- significant impact on the ambient air quality. However, traffic congestion before and after religious assemblys could temporarily cause localized increases in ambient CO emissions. The District recommends that the project ingress and egress be designed to allow for the most effective traffic flow to minimize vehicle idling. In addition, the construction phase of this project can generate emissions from the movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and Utner reiated activltles. As a result, trtis pfojecl is subject to Dl,sti ict Regulation 1111, (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man-made sources. The attached Synopsis highlights many of the requirements contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the field and office alike. In addition, there will be cumulative impacts associated with the operation of this facility. As a result, District suggests that the project applicant take all feasible measures to reduce the amount of ozone precursors (reactive organic gases - ROG - and oxides of nitrogen - NOx ) that will result from the construction of this project or its continued operation.
