San Joaquin valley <br /> Air Pollution Control District <br /> Zoog <br /> November 29, 2001 <br /> Jennifer Jolley <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: UP-01-05 RELIGIOUS ASSEMBL v BUILDING <br /> Dear Ms Jolley: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. However, traffic congestion before and <br /> after religious assemblys could temporarily cause localized increases in ambient CO <br /> emissions. The District recommends that the project ingress and egress be designed to <br /> allow for the most effective traffic flow to minimize vehicle idling. <br /> In addition, the construction phase of this project can generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> Utner reiated activltles. As a result, trtis pfojecl is subject to Dl,sti ict Regulation 1111, <br /> (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount <br /> of fine particulate matter (PM-10) entrained into the ambient air from man-made <br /> sources. The attached Synopsis highlights many of the requirements contained within <br /> Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful <br /> compliance aid in the field and office alike. <br /> In addition, there will be cumulative impacts associated with the operation of this facility. <br /> As a result, District suggests that the project applicant take all feasible measures to <br /> reduce the amount of ozone precursors (reactive organic gases - ROG - and oxides of <br /> nitrogen - NOx ) that will result from the construction of this project or its continued <br /> operation. <br /> David L.
