Hazelton Ave. Stockton, CA 95206 <br /> Stockton, CA 95205 <br /> UP-01-05, USE PERMIT TO CONSTRUCT CHURCH FACILITY, LODI, SAN JOA QUIN <br /> COUNTY <br /> I have reviewed the Application Referral No. UP-01-05 distributed by the San Joaquin County <br /> Community Development Department, for construction of an 8,972 square foot religious assembly <br /> building in French Camp, San Joaquin County. Disposal of domestic wastewater is not described in the <br /> Application Referral. The location of two existing filter beds is presented on the Application Referral's <br /> Site Plan; two additional filter beds are also shown on the Site Plan. Presumably, on-site wastewater <br /> disposal is occurring. <br /> If wastewater is generated and treated, stored, or disposed on site, other than in septic systems for which <br /> the Board has delegated oversight to the County, then WDRs will be required. If WDRs are required, <br /> the property owner shall submit a Report of Waste Discharge (RWD) at least 120 days prior to <br /> discharging wastewater at the site. California Water Code Section 13260 requires submittal of the <br /> RWD. Discharge of wastewater to the municipally owned sewage treatment system does not require site <br /> specific Waste Discharge Requirements (WDRs). <br /> If groundwater dewatering is required, the owner/operator shall submit a RWD to apply for a National <br /> Pollutant Discharge Elimination System (TvPDES) permit at least 120 days prior to initiating dewatering <br /> activities. Depending on the Standard Industrial Classification (SIC) code of the final project, <br /> compliance with the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000001 for Discharges of Storm Water Associated With Industrial Activities may be required. The <br /> SIC codes of activities requiring coverage are listed in the General Permit. In order to obtain coverage <br /> by the General Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to <br /> the State Water Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must <br /> be prepared. <br /> If the construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres,the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity.
