Hazelton Ave. Stockton, CA 95206 Stockton, CA 95205 UP-01-05, USE PERMIT TO CONSTRUCT CHURCH FACILITY, LODI, SAN JOA QUIN COUNTY I have reviewed the Application Referral No. UP-01-05 distributed by the San Joaquin County Community Development Department, for construction of an 8,972 square foot religious assembly building in French Camp, San Joaquin County. Disposal of domestic wastewater is not described in the Application Referral. The location of two existing filter beds is presented on the Application Referral's Site Plan; two additional filter beds are also shown on the Site Plan. Presumably, on-site wastewater disposal is occurring. If wastewater is generated and treated, stored, or disposed on site, other than in septic systems for which the Board has delegated oversight to the County, then WDRs will be required. If WDRs are required, the property owner shall submit a Report of Waste Discharge (RWD) at least 120 days prior to discharging wastewater at the site. California Water Code Section 13260 requires submittal of the RWD. Discharge of wastewater to the municipally owned sewage treatment system does not require site specific Waste Discharge Requirements (WDRs). If groundwater dewatering is required, the owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System (TvPDES) permit at least 120 days prior to initiating dewatering activities. Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. If the construction associated with the project will disturb more than five acres or is part of a larger common plan of development that encompasses five or more acres,the property owner needs to obtain permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000002 for Discharges of Storm Water Associated With Construction Activity.
