Ms. Jolley informed the applicants that they need to be clear on the site plan. She indicated that they need to show sign detail. Mr. Martin informed the applicants that they will need one tree for every five (5)parking spaces, evenly spaced throughout the parking lot. Mr. Darrow informed the applicants that the structure design will need to be done by an architect or engineer. Mr. Borges reviewed the Environmental Health Departments requirements. Mr. Borges informed the applicants of the soil suitability study/nitrate study, and the sewage disposal system requirements. Mr. Karam reviewed the Department of Public Works Departments requirements. Zone Reclassification application to change the zone designation from AL-10 (Limited Agriculture)to I-W(Warehouse Industrial). Located on the west side of Manthey Road, 179-feet south of Mathews Road, west of French Camp (APN: 193-170-29; 37 W. Hurd Road, French Camp Jennifer Jolley, Associate Planner; David Silva, owner and Steve Malcoun, attorney were present for this item. Ms. Jolley presented the project. Mr. Malcoun indicated that he received a message from Mike Huggins of the Environmental Health Division stating that Environmental Health would delay the Phase II environmental study requirement pending the General Plan application outcome. Mr. Malcoun agreed to Environmental Health Division requirements. Mr. Malcoun indicated that he understands that the Community Development Department is saying that there are three inconsistencies with the General Plan polices, the location criteria, the wastewater treatment objective, and the community service issue. Mr. Malcoun believes that the use of the property should be taken into account because the property use is subject to a Site Approval, which is really going to control the use of this property.
