According to the Airport Land Use
Planning Handbook, figure 9-G, the proposed site is 1,240 feet outside of the Traffic Pattern Zone.
Regarding land uses within the Traffic Pattern Zone, the Handbook states that "the potential for
aircraft accidents is relatively low and the need for land use restrictions is thus minimal." However,
the Handbook does indicate that only large assemblies of people (in the 150 or more people per acre
range) need to be avoided. According to the Comprehensive Land Use Plan(CLUP) for San Joaquin
County (amended in 1993), the site is outside of the 1994-95 60 CNEL boundary and within Zone 2
of the Airport Land Use Zones. According to the CLUP (page 23) regarding permitted land uses
within Zone 2, "few restrictions are necessary in these areas." Also, "very tall structures should be
evaluated to ensure that they will not be aircraft hazards."
While any potential structure in which a large number of people will gather in proximity of an
airport should be thoroughly evaluated, and considering all information available, there does not
seem to be any critical safety or land use compatibility issues concerning the location of this
proposed site in relation to Stockton Metropolitan Airport.
If you have any questions or if we can provide additional information, please let us know.
Sincerely,
DUANE H. ERGUSO
Aviation Safety Officer
c: Barry Rondinella, Airport Director, Stockton Metropolitan Airport
