An Improvement Plan , prepared by a Registered Civil Engineer , <br /> showing drainage , driveway access details , on-site parking , <br /> and grading, shall be submitted to the Department of Public <br /> Works for approval . Drainage shall be retained on-site . <br /> 2 . The frontage improvements for Prescott Road shall be <br /> constructed in conformance with the standards for one-half of <br /> a 50-foot right-of-way farm or estate-type street . The <br /> construction of the frontage improvements may be deferred at <br /> the option of the Department of Public Works , in which event <br /> the owner shall execute a Deferred Frontage Improvement <br /> Agreement prior to approval of the Improvement Plan and <br /> issuance of a Buildinq Permit. ( A $ 250. 00 fee is required <br /> for processing per Ord . No . 3337 ) . <br /> 3 .
