( San Joaquin County Development Title , Section 9 - 1110 . 7 and San Joaquin <br /> County OWTS 1 . 14 ) . <br /> 5 . Open , pump , and backfill the septic tank , seepage pit or excavation under permit and inspection by <br /> the Environmental Health Department (San Joaquin County Development Title , Section 9- 1110 . 3 & <br /> 9 - 1110 . 4) . <br /> 6 . Applicant shall contact Robert McClellon , Program Coordinator, Small Public Water System <br /> Program , at (209 ) 468 -0332 , to determine if the existing well can be permitted as a public water <br /> system prior to issuance of building permits . If a public water system is required , applicant shall <br /> submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board , Division of Drinking Water (Water Board ) at least six months before <br /> initiating construction of any water related improvement , as defined . The issuance of a permit to <br /> operate a small public water system by the local primacy agency ( EHD ) is prohibited without the <br /> concurrence of the Water Board . Please contact Michelle Frederick by email at <br /> michelle . frederick (a'),waterboards . ca . gov or by phone at ( 707 ) 576-2731 at the Water Board <br /> concerning the requirements for preliminary technical report submittal prior to issuance of building <br /> permits . <br /> If the Water Board determines that an onsite well shall be used as the potable water source , a permit <br /> application to operate Small Public Water System shall be submitted to the EHD for approval prior <br /> to issuance of building permits . To issue a permit to operate , concurrence from the Water Board is <br /> required . A yearly permit to operate a public water system will be required by the EHD prior to sign <br /> off of the certificate of final occupancy ( San Joaquin County Development Title , Section 9 - 1120 . 2 <br /> and 9 - 1115 . 9 . ) . <br /> The supplier must possess adequate financial , managerial , and technical capability to assure <br /> delivery of pure , wholesome , and potable drinking water in accordance with San Joaquin County <br /> Development Title , Sections 9 - 1120 . 2 and 9- 1115 . 9 and C . C . R . , Title 22 , and Health and Safety <br /> Code , Section 116525 116570 . <br /> 7 . The existing inoperable water well shall be destroyed , placed out of service or put in use under permit <br /> and inspection from Environmental Health Department . If putting in use , the well shall be tested for <br /> the chemical Dibromochloropropane ( DBCP ) and nitrates with the results submitted to the <br /> Environmental Health Department prior to issuance of building permit ( s ) . Samples are to be taken <br /> and analyzed by a State- approved laboratory ( San Joaquin County Development Title , Section 9 - <br /> 1115 . 7 ) . <br /> 8 . The data from existing operable water well indicates elevated level of Nitrate - Nitrogen of 22 . 6 mg/L— <br /> N and may not be a suitable source for the potable water supply for new development . A potable <br /> water supply that can provide a consistent source of safe and clean water adequate for human <br /> consumption , cooking , and sanitary purposes for the proposed new home needs to be established <br /> prior to the issuance of building permits (2016 CA Plumbing Code , Section 601 . 2 ) . <br /> 9 . Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department ( San Joaquin County Development Title , Section 9. 1115 . 3 and 9 - 1115 . 6 ) . <br /> 10 . Before any hazardous materials/waste can be stored or used onsite , the owner/operator must report <br /> the use or storage of these hazardous materials to the California Environmental Reporting System <br /> ( CERS ) at cers . calepa . ca . gov/ and comply with the laws and regulations for the programs listed <br />
