The issuance of a permit to operate a small public water system by the local <br /> primacy agency (EHD) is prohibited without the concurrence of the Water Board. To issue a permit to operate, <br /> concurrence from the Water Board is required. A yearly permit to operate a public water <br /> system will be required by the EHD prior to sign off of the certificate of final occupancy <br /> (San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br /> F.
