June 10,1999 <br /> AIM: 26 <br /> San Joaquin County Community Development Department& <br /> Public Works Department <br /> 1810 E. Hazelton Avenue <br /> Stockton, Ca. 95205 <br /> To Whom It May Concern: <br /> This letter is concerning several issues surrounding the proposed school site development, application <br /> number SA-99-26 on the east side of North State Route 99 East Frontage Road, approximately 800 <br /> feet from Ashley Lane, east of Stockton (APN /address: 086-070-47, 10038 N. State Route 99 E. <br /> Frontage Road, Stockton) (Supervisorial District 4). <br /> On May Ile, Mr. Bill Arbogast was contacted concerning a break in an underground line leaking fluid in <br /> back of the building being considered for the school. This leak had been present for sometime and had <br /> been gradually covering more ground area. After giving Mr. Arbogast the information and discussing <br /> whether this break could be a waterline connected from the building to the Eastview well yard, Mr. <br /> Arbogast felt that it was not and checked the county maps and information for any known water line at <br /> that location. He stated there was no waterline there. He was informed that the property owners to <br /> south of the break had been told by the past occupants of the RAYMOND INVESTMENTS building, <br /> Mar Val Groceries, that a waterline existed there. Also, another property owner had been informed it <br /> was a"back up line" to the RAYMOND INVESTMENTS building's well and "tapped" into the Eastview <br /> well in case of fire. Mr. Arbogast did not feel that any work had been done at all to the Eastview well <br /> since 1960, and this could not be. He did leave his office and check out the problem that very <br /> aftemoon. <br /> Mr. Arbogast did call back late afternoon 5-14-99 and he did confirm the break was a water line. And, <br /> further, he stated that three more lines came off of the one line which was leaking and ran toward the <br /> Eastview well yard. He respectfully promised a full investigation into the matter. We would like to <br /> commend him for his prompt and effective action into the matter. <br /> We, the property owners and residents of Wilkinson Manor, have several concerns over why the <br /> county was not aware that a waterline existed in that location, but the building occupants were aware of <br /> a water line. If the wells are connected, we want to know 1) for how long has this connection existed, <br /> 2) have the residents been charged for water going to the shopping center? Also, we understand that <br /> an acceptable, low level of carbon tetrachloride, a dry cleaning solvent, has been found in the <br /> RAYMOND INVESTMENTS building's well. We request the Eastview well be tested for this dry <br /> cleaning solvent. <br /> The immediate property owners abutting the back of the building would like to see the school site go <br /> through and feel that this would be a good location for a school and an improvement to the area. We <br /> understand that the building site has a well. We hope that it is functional and there will not be a water <br /> problem for the school. <br /> If the wells are connected, we want the residents to be notified, and a solution found that is acceptable <br /> and known to all participants. We understand that if the Eastview well went dry, the residents of <br /> Wilkinson Manor would be responsible for the cost of re-drilling another well. We question whether the <br /> Eastview well can accommodate 300-400 students and staff on a daily basis should the school have to <br /> abandon the building well. We would like to explore all avenues, however, to help the school find a <br /> solution, but encourage the county to protect the integrity of the water for the existing residents. We <br /> respectfully ask the county to keep us informed on the development of this project. <br />
