I. INTRODUCTION <br /> SSS§ 1.2 Mr. Guru Arora of Ghana Properties, LLC and Amandeep Narula of Narula Properties, <br /> LLC are proposing to subdivide a 114.87 acre property into 11 single family residential Lots. Two <br /> additional Lots are also proposed: Lot"A"to be designated for the stormwater retention basin, and <br /> Lot"B"to be designated for the domestic well that will serve this development. The project is in a <br /> rural, unsewered area of San Joaquin County, commonly referred to as the"Morada Area." The <br /> site is north of the City of Stockton and City water and sewer systems currently terminate south of <br /> the project. It is unknown if connections to City services will occur in the future. Domestic water <br /> for future development is proposed to be the referenced on-site public well. <br /> This report presents the findings of the Nitrate Loading Study and Soil Suitability Study <br /> conducted for the proposed subdivision of the subject property. The San Joaquin County <br /> Environmental Health Department(EHD)requires Nitrate Loading and Soil Suitability Studies for <br /> projects in unsewered and/or currently nitrate impacted areas, or for projects which may <br /> potentially impact the underlying groundwater with nitrate. The primary concern of nitrate in <br /> drinking water is that high concentrations can cause methemoglobinemia in infants. This disease <br /> occurs through a series of complex chemical reactions within the hemoglobin in the blood. Only <br /> infants and young children are susceptible. Although this disease is extremely rare, nitrate can <br /> also potentially cause other health concerns. There have been scientific studies to suggest that <br /> nitrate may produce carcinogenic effects. <br /> This report complies with the San Joaquin County Development Title, Section 9-1105.2 for a <br /> Nitrate Loading Study and Soil Suitability Study. Additionally, this proposed project must comply <br /> with the Environmental Health Department Sewage Standards, specifically Section 10 - <br /> "Requirements for Waste Disposal for New Land Developments." SSS§ 1.1 In Section 10.1 of <br /> the Sewage Standards, Estate type zoning(Rural Residential -RR-1) shall require a double <br /> leachfield system with an alternating distribution box to be installed at time of construction. In <br /> addition, Section 3.3.2 (a) states that"for single family dwellings, open land area must be <br /> available for addition to the original sewerage system. This land area is to be at least 50% of the <br /> amount required by the original sewage system." <br /> In summary, the following information was obtained from these studies: Results of the soil percolation <br /> testing reveal that either the surface(typical leachline depth)or subsurface soils(sumps or seepage pits) <br /> will manage future effluent flows for all 11 proposed Lots. Only Lots 2 and 3 possess percolation at <br /> both the shallow and deep perc test depths. This was particularly evident for the soils under the"south <br /> half'of the project whereby the surface soils at typical leachline depth are comparatively <br /> impermeable,while the deeper soil representative of sumps or seepage pits possesses acceptable <br /> permeability. <br /> This Study determined the nitrate-nitrogen impact from the proposed 11 residential Lot subdivision, <br /> quantified through two differing equations of the scientifically recognized Hantzsche-Finnemore <br /> Equation,would theoretically produce a nitrate-nitrogen effluent concentration that is below the <br /> Maximum Contaminant Level State Standard of 10 ppm nitrate-nitrogen. <br /> Page-1- <br /> Chesney Consulting <br />
