F <br /> RECONNAISSANCE <br /> te specific information was obtained from direct observations on February 24,2005, <br /> d June 10, 2005. June 10,2005 was the date of the final inspection of the property. 3• <br /> There are no domestic or irrigation wells on the property. However, noted near the southwest comer <br /> of the property there appears to be the concrete foundation of a prior building or mobile home <br /> structure, as illustrated in Photographic Plate B. Historical aerial photographs were obtained from the <br /> San Joaquin County Building Department for the years 1983, 1975, 1963, 1952 and 1937. Only the I) <br /> 1983 aerial photo shows a structure in this location. Consequently, Building Department records were <br /> researched for a permitted structure in this location. Department records indicate that on July 23, <br /> 1982, Robert M. Green received a permit for a mobile home foundation,Permit Number BPMF <br /> 130889. It is unknown when this mobile home was removed. <br /> In addition to this mobile home foundation, a buried concrete structure (See Photographic Plate C) <br /> was noted immediately to the south of this apparent mobile home foundation. It appears to be a septic 2Ig'3� <br /> tank,but this cannot be confirmed without an investigation with a backhoe or excavator. <br /> The entire acreage was walked and surveyed for evidence which may suggest surface and/or <br /> subsurface contamination: No hazardous materials were noted on the property. No evidence of drug <br /> manufacturing or the dumping of drug-related chemicals was observed on, or near the Frontage Road, <br /> or in the middle and rear of the property. There were no tire tracks leading to the back of the property <br /> which would indicate dumping. <br /> Containers were not observed. No evidence of solid waste disposal was noted, except for two pieces ,�� <br /> of cardboard and other non-hazardous solids wastes such as twine,plastic, wood,metal, concrete, <br /> and baling wire near the southeast corner of the property. <br /> The site was carefully inspected for environmental concerns originating from discolored, 3) <br /> disturbed/subsided soils, stressed vegetation or unusual/noxious odors. None of these environmental <br /> indicators were observed. As evidenced by the attached photographs, no hazardous materials are <br /> stored on-site and there was no indication or observations of spills or other items associated with y} <br /> hazardous materials. <br /> An important concern associated with the environmental assessment of open properties is the issue <br /> of buried pesticide containers or discarded items. It was an occasional practice to dispose of <br /> containers or discarded items by this method many years ago. To detect these types of underground <br /> artifacts is difficult even with the use of ground penetrating radar or other types of non-intrusive, 3 <br /> subsurface analyses. The land surface did not exhibit visual indicators for buried containers such as <br /> surfacing of product residue, soil mounding, or localized soil depressions. Given the extreme <br /> compactness of the underlying soils, in particular the hardpan stratum that exists in this locale, <br /> buried material maybe considered highly unlikely. It is usually after a contaminant plume has <br /> impacted a domestic well that buried pesticide containers are iscovered. <br /> 4 <br /> Chesney Consulting <br />
