When <br /> combined with the cumulative impacts of other existing and proposed development in <br /> the area, the resulting traffic will contribute to the significant congestion forecasted on <br /> both facilities_ <br /> The Department supports the concept of"Fair Share Contributions" on the part of <br /> developers due to traffic impacts by the proposed development. Therefore, it 1s our <br /> recommendation that the developer contribute their fair. share for future improvements <br /> to SR-99 and I-5 mainlines, and interchanges with Eight Mile Road_ <br /> « A traffic impact study (TIS) is necessary to determine this proposed project's near- <br /> term and long-term impacts to State facilities --both existing and proposed--and.to <br /> propose appropriate mitigation measures. The Department recommends that the study <br /> be prepared in accordance with the Caltrans wide,for the Preparation of Traffic <br /> Impact Studies, dated December 2002 (Guide). The Guide is available online at the <br /> following web address: bttp://Nvww.dot.ca.gov/bq/tpp/planning2ools/tools.htrn- <br /> Minimum contents of the TIS are listed in Appendix "A" of the TIS guide. All State <br /> owned signalized intersections affected by this project should be analyzed using the <br /> intersecting lane vehicle (ILV) procedure from the Department's Highway Design <br /> Manual, Topic 406, page 400-20. <br /> o The TIS needs to evaluate the peak hour traffic generation and the impacts of the <br /> church's proposed driveways on the operations and.Level of Service (LOS) of the <br /> adjacent intersections at the ramps and frontage road. Additionally, it would need <br /> to analyze any effect to the LOS of segments of Eight Mile Road, If so, it would <br /> need to mitigate impacts. <br /> o The Department endeavors to maintain a target LOS at the transition. between LOS <br /> C and LOS D on State highway facilities, including intersections (see Appendix <br /> "C-3" of the TIS guide). If an intersection is currently below LOS "C," any <br /> increase in delay from project-generated traffic should be analyzed and mitigated. <br /> The LOS .for operating State highway facilities is based upon measures of <br /> effectiveness (MOE) (see Appendix "C-2" of the Guide).
