The Division monitors farmland conversion on a
statewide basis ani administers the California Land Conservation (Williamson)Act. We
offer the following n-commendations with respect to the project's impact4 on agricultural
land and resources ,I
The Lot Line Adjustment application is to adjust the property lines betwe'o n two parcels.
Parcel One to cont-lin 23.62 acres and Parcel Two to contain 86,5 acres The property is
zoned AG-40 (General Agriculture, 40 acres minimum) and the Generali lan Designation
is A/G (General Agriculture). A use permit application (PA-0600287 (UP ) for a Religious
Assembly is to be bailt in six phases that would include a church sanctuary, maintenance
building, administration building, multi-purpose building, and 2 classroo ,S. Currently,
parcel one is on non-contracted land. The purpose of the lot line adjus-.Oient is to allow a
second access roar! (6 acres) to the church, which would be on contract d land. The 1
project site is located on the north side of Eight Mile Road, 1,500 feet eat of State Route
99 Highway, south A Lodi. i
Williamson Act law contains a provision to facilitate minor lot line adjL10 i tments to
Williamson Act contracted parcels (Government Code section 51257'1.: However, it is
clear that the minor- lot line adjustment provisions are meant only to adlust boundary
lines and not to ext:hange entire parcels or lots, or to split larger para.i into multiple
smaller parcels. Specific findings must be made by a board of super/ ors or city
council to approve .a lot line adjustment. All of the following findings ust be made:
The Departm6 to of Conservation's mission is to protect Californians and their err i 'ronmenr by.
Prorecting lives and p roperty from earthquakes and landslldes;Ensuring safe mining ara oil and gas drilling;
Conservin„California's farmland;and Saving enemy and resources throug).o ecycling,
