CIO DELLA MONICA <br /> SNYDER ARCHITECTS for a new church with a maximum seating capacity of 1,000 people to be <br /> constructed in five phases over a 12-year period. The project site is located on the east side of State <br /> Route 99 E. Frontage Road, 1200 feet north of Eight Mile Road, northeast of Stockton (Supervisorial <br /> District 4). This item is continued from the meeting of October 2, 2008, with the hearing open. <br /> Mo Hatef,Associate Planrier, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Brett Jolley, representing the applicant, said this is a relocation of an existing use one-half mile to the south. <br /> There have been no traffic issues at that site. This is not a school. The Aspire school is already there and <br /> is not associated with the church. The land has not been used for agricultural purposes for many years. <br /> The neighboring property owner has no problem with the project. <br /> Bill DuBois, Public Works,said the Notes for the Evening has recommended revisions for Public Works <br /> Conditions No. 3, 6, and 10 and the addition of Condition No. 18. <br /> John Del La Monica, the applicant, said they had no issues with staffs recommendations and the conditions <br /> of approval. They need to expand their church from their present location one-half mile to the south. The <br /> classrooms will be used just for church services only. <br /> Al Webber and Tony Souza said this is an excellent project. <br /> Aaron Butler said he supports the project. <br /> OPPONENTS: <br /> Ken Meleyco, representing the Morada MAC, said there should be a full EIR for this project. He said there <br /> is just farm land in the project site area. Farm land is important. He is trying to project farm land. Farm land <br /> is important to this community. This project will start the end of farming north of Eight Mile Road. He asked <br /> if this should be a permitted use. The bulk of the project is for classrooms. This project is nothing but a <br /> school and not a church. The proposed project will remove 180 acres of farm land and induce huge growth. <br /> He said he has concerns about sewer,water, and traffic problems. <br /> Pat Gotelli said this is prime farm land. He is against this project coming into this area. He said they are in <br /> a drought and has concerns about water impacts. People and agriculture do not mix. This project should <br /> be in the city limits of Stockton on the west side of the freeway. <br /> Katie Patterson, representing the Farm Bureau,said she has concerns about this use on agricultural land. <br /> This project should conform to the agricultural mitigation ordinance. There should be a greenbelt between <br /> Stockton and Lodi. This project site could be used for agricultural purposes. She has concerns about <br /> flooding from Bear Creek. She said an EIR should be conducted. <br /> William Fields, representing Morada MAC, said he has concerns about soil problems and with water and <br /> sewage problems. He requested that an EIR be done for this project. <br /> Richard Schaeffer, representing the Morada Area Association and the homeowners of Morada, said an EIR <br /> should be prepared. This project will be growth inducing. He expressed concerns about traffic and septic <br /> system impacts. This project should be on public services. <br /> PC MINUTES PC: 10-16-08 <br />
