Analysis <br /> Church Operations , <br /> The proposed project will"employ a total of 15 employees. Hours of operation will be from 9:00 a.m. to <br /> 3:00 p.m. Mondays, Tuesdays, Thursdays, and Fridays and from 9:00 a.m. to 1:00 p.m. on Sundays. <br /> The two proposed classrooms will be for Sunday school only and will operate from 9:00 a.m. to 1:00 P.M. <br /> There is no school or day care facility proposed. <br /> The two existing residences will be used for caretakers of the church. <br /> Access <br /> For Phases I, II, and III, the applicant is proposing to have primary access from State Route 99 East <br /> Frontage Road across the adjacent southern parcel (APN# 059-260-60). The abutting southern parcel is <br /> also owned by Harvest Bible Church. if the southern parcel is sold separately, an easement will be <br /> retained for access to the church site. <br /> Additionally, the applicant is proposing to have secondary access through a twenty-five foot wide access <br /> driveway from Eight Mile Road. The proposed secondary access is located on the adjacent parcel to the <br /> under <br /> uired via a proposed Lot Line Adjustment. The adjacent parcel is currently <br /> nd shall be ac J <br /> east a q p p <br /> the Williamson Act and a Notice of Nonrenewal was filed on October 3, 2005. The Department of <br /> Conservation submitted a letter dated October 11, 2007 and recommended postponing the Lot Line <br /> Adjustment until the land is out of contract. The contract will expire on March 1, 2016. The contract must <br /> expire prior to commencement of Phase IV or V. Recordation of a"Notice of Lot Line Adjustment' for the <br /> proposed Lot-Line Adjustment is a prerequisite to obtaining a building permit for Phase IV or Phase V. <br /> Approval of the Use Permit does not guarantee approval of the Lot Line Adjustment. <br /> The applicant is aware of this requirement and has agreed to comply with postponing the Lot Line <br /> Adjustment until the adjacent parcel is no longer under contract. <br /> ILcLns <br /> The applicant is proposing,two signs_ One sign is'proposed on the adjacent parcel to the west along <br /> North State Route 99 East Frontage Road. Additionally, a second sign is proposed on the adjacent <br /> parcel to the south along Eight Mile Road. The signs are not located on the parcel containing the church <br /> and are therefore considered off-premise signs. The subject parcel and adjacent parcel to the south and <br /> west are zoned General Agriculture. Off-Premises signs are not permitted in the General Agriculture <br /> zoning designation pursuant to Development Title Table 9-605.2. Therefore, the proposed signs are not <br /> permitted as proposed. The applicant is proposing a Lot Line Adjustment for both signs to be contained <br /> on the project site. There is a Condition of Approval indicating the two signs are not permitted as <br /> proposed. <br /> Neighborhood Opposition <br /> The Community Development Department has received three letters in opposition, one from the Morada <br /> M.A.C., another from Kautz Farms, and one letter of opposition from the Farm Bureau.
