1. Widen the frontage road in front of the project to provide a through travel lane in each direction <br /> and a two-way left-turn lane; <br /> 2. Construct two outbound lanes and two inbound lanes for the project's driveway; <br /> 3. Construct a right-angle driveway approach; and <br /> 4. Construct a separate emergency access to the south of the entrance driveway. <br /> The traffic study concludes that with these mitigation measures, peak arrival and departure flows within <br /> the peak hour will be adequately accommodated, and traffic flow on the frontage road will not be <br /> adversely impacted. <br /> Neighborhood Opposition <br /> Two letters in opposition have been submitted. The opposition raises the following issues: there will be <br /> increased traffic and traffic-related conflicts with existing businesses in the area, and the site should be <br /> left in a natural state for biological reasons based on its proximity to the Mokelumne River. <br /> Woodbridge Fire Protection District <br /> The Woodbridge Fire Protection District responded that it is opposed to the proposed project. The District <br /> is concerned that traffic will increase on the frontage road, particularly the portion that loops under State <br /> Route 99, which is very narrow and periodically floods. The District also noted that some of the <br /> surrounding commercial and agricultural businesses occasionally operate 24 hours during peak seasons. <br /> According to the District, they are opposing the project because of the combination of increased vehicle <br /> traffic and surrounding occupancies. <br /> San Joaquin County UP-97-3/Mason <br /> Community Development Page 7 <br />
