San Joaquin County April 13, 1998 <br /> Preapplication for SA-98-13 Page 2 <br /> and utility hookups for the equipment, cannot begin until an ATC is obtained. This <br /> process can take up to 180 days. Construction of equipment not requiring a district <br /> permit is not subject to this ATC requirement. <br /> To determine if the project is subject to permit requirements, the applicant should <br /> contact the District's Small Business Assistance Office at 545-7070, or our Permit <br /> Services Section at 545-7000. To avoid unnecessary delays in the project, this should <br /> be done as soon as the applicant has determined the scope of the project. <br /> As a result of the Valley's nonattainment status, the District strongly recommends that <br /> the project proponent implement all feasible measures to reduce the amount of ozone <br /> precursors that will result from the buildout of this project. Please note: the following <br /> list is not all-inclusive; the District encourages innovation. <br /> • Energy efficient design including automated control system for heating/air <br /> conditioning and energy efficiency beyond Title 24 requirements, lighting controls <br /> and energy-efficient lighting in buildings, increased insulation beyond Title 24 <br /> requirements, and light colored roof materials to reflect heat. <br /> ♦ Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> ♦ Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters. <br /> Thank you for the opportunity to comment.
