Environmental <br /> Health Department is concerned with the Northeast quadrant of this I-L/S-10 zone, which is a <br /> mini storage that has sewage disposal provided by a package treatment facility at Arbor Mobile <br /> Home Park that recently was issued a violation of wastewater discharge by the Central Valley <br /> Regional Water Quality Control Board. In addition, severe flooding and drainage problems have <br /> occurred in the past 25 years at the Arbor Mobile Home Park requiring people to be evacuated by <br /> boat and 4-wheel drive vehicle. <br /> The elimination of the zoning condition has the potential of allowing the use of onsite septic <br /> systems for sewage disposal that is not advisable for this location. The Environmental Health <br /> Department feels strongly that providing monitored wastewater treatment (public), public water <br /> and drainage is appropriate to protect public health and future environmental problems. <br />
