Arbor mobile home park staff
responded to the wastewater plant and found that the influent pump breaker had tripped
and raw sewage had backed up in the wetwell. No high level alarm was received. By
8:36 pm the back-up pump was in service and the overflow at unit#72 had ceased. Arbor
staff hosed down the area of the overflow. Water from this hose down and the raw
sewage flowed into the gutter and to the on-site storm water drain located just north of
the overflow. This sewage and wash down water flowed into the storm drain collection
system and to the on-site storm drain retention pond.
The morning of the 19ffi l notified OES and the San Joaquin County Department of Public
Health of the spill. T also left a voicemail on your office phone. On the 21"we pumped
the contents of the storm water collection system into the wastewater treatment system.
We then flushed the collection system from the drain where the sewage entered the storm
water collection system, to the inlet of the storm water retention pond. This flushing
water was also collected and pumped through the wastewater treatment system. We are
,coordinating with our analytical laboratory to grab'a total coliform sample from the outlet
of the storm water collection system to verify that the line was adequately flushed. 1 will
forward the result to you when we receive it.
I
