c. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 & 9-1110.4). <br /> d. Construction of an individual domestic water well under permit and inspection by the <br /> Environmental Health Department is required at the time of development (San Joaquin County <br /> Development Title, Section 9-1115.3). <br /> e. Install an approved back-flow prevention device on the water supply system(s) (California Code <br /> of Regulation, Title 17, Section 7603). <br /> f. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to <br /> an above ground system approved by the Environmental Health Department. A registered <br /> engineer must design this system. The material collected in the above ground holding system <br /> must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be <br /> obtained from the Environmental Health Department. A $278 plan check fee is required at the <br /> time of submittal. <br /> g. Before any hazardous materials/waste can be stored or used onsite, the owner/operator must <br /> report to the California Environmental Reporting System (CERS) which can be found at <br /> cers.calepa.ca.gov/for the following: <br /> (1) Any amount of hazardous waste (e.g., used oil, waste solvent, waste gasoline, many waste <br /> paints/tints, some sandblast wastes, etc.)—Hazardous Waste Program <br /> (A) Every business that generates hazardous waste is required to obtain either a permanent <br /> Federal EPA ID Number(415)495-8895 or a California ID Number(800)618-6942. <br /> (B) Onsite treatment of hazardous waste — Hazardous Waste Treatment Tiered Permitting <br /> Program <br /> (C) Reportable quantities of hazardous materials-reportable quantities are 55 gallons or more <br /> of liquids, 500 pounds for solids, or 200 cubic feet for compressed gases, with some <br /> exceptions. —Hazardous Materials Business Plan Program <br /> (D) Any amount of hazardous material stored in an Underground Storage Tank — <br /> Underground Storage Tank Program <br /> (E) Storage of at least 1.320 gallons of petroleum aboveground or any amount of petroleum <br /> stored below grade in a vault—Aboveground Petroleum Storage Program <br /> (F) Threshold quantities of regulated substances stored onsite — California Accidental <br /> Release Prevention (CaIARP) Program <br /> h. If an underground storage tank (UST) system will be installed, a permit is required to be <br /> submitted to, and approved by, the San Joaquin County Environmental Health Department (EHD) <br /> before any UST installation work can begin. Additionally, an EHD permit to operate the UST is <br /> required once the UST system in installed. <br /> I. If 1,320 gallons or more of petroleum is to be stored aboveground then a Spill Prevention, <br /> Countermeasures and Control (SPCC) Plan is required.
