Item No. 3 <br /> PC: 11-21-91 <br /> UP-92-7 <br /> Page 2 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On December 9, 1982, the Board of Zoning Adjustment approved Use Permit No. UP-83-41 to allow the <br /> expansion of an existing 20-unit mobile home park to a total of 32 units. That approval later expired and <br /> became void. <br /> On February 1, 1989, Use Permit Pre-application No. UP-89-15, to expand the mobile home park, was <br /> withdrawn. The applicant was informed that the mobile home park was a nonconforming use and could <br /> not be expanded (pursuant to Section 9-3559). <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The site is designated Highway Service on the General Plan, and the zoning is Highway Service. <br /> The proposed use may be conditionally permitted with an approved Use Permit in the Highway <br /> Service zone. <br /> �- This property consists of two separate lots with respect to the Subdivision Map Act. Because the <br /> proposed site shares septic leach fields with the mobile home site, the Development Services <br /> Division recommends that the two lots be merged. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The south half of the four-acre site is being used as a mobile home park. The north half of the <br /> site is a vacant area used partly for septic leach lines. The four-acre site is bordered by State <br /> Route 99 on the west, an off-ramp and frontage road on the north and east, and Jahant Road on <br /> the south. There is a barbershop to the east, and Lind's Airport is located on the southwest <br /> corner of Jahant Road and State Route 99. <br /> This proposal lies within the Lind's Airport area of influence. At this location, structures exceeding <br /> 12.5 feet in height are not allowed without Federal Aviation Administration (FAA) Form No. 040-1. <br /> e e csting !;g~: standards exc3ed ",is ,might !im t.
