Analysis <br /> Background <br /> Currently existing on the property is a gas station, mini-market, restaurant, and parking facilities for 15 <br /> trucks (SA-92-43 and IP-97-30). The applicant has also already established overnight truck parking <br /> facilities without benefit of the necessary permits. On March 23, 1999, the San Joaquin County Board of <br /> Supervisors approved Zone Reclassification No. ZR-98-10 and General Plan Amendment GP-98-4, which <br /> changed the zoning and General Plan designations from C-RS and C/RS to C-FS and C/FS, respectively. <br /> This change allows the applicant to apply for a Use Permit to legally establish the existing overnight truck <br /> parking. <br /> Truck Parking <br /> According to the applicant, trucks enter and exit the facility on a daily basis. Most of the trucks park at the <br /> facility for a short period of time to utilize the gas station, mini-market, and restaurant. Some trucks are <br /> currently utilizing the facility as an overnight rest stop without benefit of the necessary permits. The <br /> applicant is proposing to utilize the existing 15 truck parking spaces and 10 proposed new spaces, for a <br /> total of 25 spaces, for overnight truck parking.
