San Joaquin Valley 1129, <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING" <br /> May 1, 2012 <br /> Raymond Hoo <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-1200045 (GP) (Pre-Application) <br /> District CEQA Reference No: 20120215 <br /> Dear Mr. Hoo: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of a General Plan Map Amendment to change two <br /> parcels that total 3.0 acres from Rural Service Commercial (C/RS) to Limited Industrial <br /> (I/L) and a Zone Reclassification pre-application to change the zoning from Rural <br /> Service Commercial (C-RS) to Warehouse (I-W). The rezone will not have an impact <br /> on air quality. However, if approved, future development will contribute to the overall <br /> decline in air-quality due to construction activities, increased traffic, and ongoing <br /> operational emissions. The District offers the following comments: <br /> 1. Future development may require further environmental review and mitigation. <br /> Referral documents for those projects should include a project summary detailing, at <br /> a minimum, the land use designation, project size, and proximity to sensitive <br /> receptors and existing emission sources. <br /> 2.
