As we understand the project <br /> description, the applicant is proposing to subdivide the property into 8 lots zoned Rural <br /> Residential (R-R). <br /> The City of Galt would like to submit the following comments related to the project: <br /> 1. The intersection of Liberty Road and Lower Sacramento Road (in San Joaquin <br /> County) is expected to be operating at LOS F based on cumulative growth <br /> projections. Since any development of the site is likely to increase traffic utilizing <br /> this intersection, future development of this site should pay a proportionate share to <br /> any improvements to this intersection including, but not limited to signalization. <br /> 2. The City notes that the groundwater basin for the City of Galt and environs extends <br /> from the Cosumnes River south beyond the Sacramento County line. Due to a cone <br /> of depression that exists east of Galt, the basin has a downhill gradient towards the <br /> City of Galt. Development of additional septic tanks and leach fields in the area <br /> surrounding Galt increases the potential for contamination of groundwater resources <br /> including Dry Creek. The environmental analysis should address this issue. <br /> 3. The map shows an existing pond on proposed parcels 2 and 3. It provides some <br /> attenuation of flows that if removed could effect Dry Creek downstream. Waters in <br /> Dry Creek already back up into the City of Galt due to restrictions downstream of the <br /> city in the Dry Creek conveyance. Development of the site should take this into <br /> consideration.
