PA-0500329 OF DIANE <br /> CHAMPION (C/O DILLON & MURPHY) (APN: 005-090-58) (ADDRESS: <br /> 26851 N. ST RT 99 EAST FRONTAGE ROAD, ACAMPO) <br /> The applicant has submitted the above referenced Major Subdivision pre-application to <br /> subdivide a 17.52 acre parcel into seven (7) parcels of 2 acres each and one (1) parcel <br /> of 3.52 acres. The property is zoned R-R (Rural Residential) and has a General Plan <br /> designation of R/R and OS/RC (Rural Residential, Open Space/Resource <br /> Conservation). <br /> The project site is located on the west side of State Route 99 West Frontage Road, 600 <br /> feet south of E. Liberty Road, Acampo. <br /> The Community Development Department has reviewed the proposed Major Subdivision <br /> pre-application and offers the following comments: <br /> Noise Study <br /> Development Title Table 9-1025.9 lists residential uses as a noise sensitive land use. <br /> Outdoor activity areas require a noise level of less than 65 dB Ldn and interior spaces <br /> require a noise level of less than 45 dB Ldn. The 65 dB noise contour is 704 feet from <br /> the edge of State Route 99. This will place parcels 1, 2, 3, 4, 6, 7, & 8 within the 65dB or <br /> higher CNEL Contour. This exceeds the requirements of the San Joaquin County <br /> Development Title and will require a noise study to determine what mitigation measures <br /> can be applied to reduce the noise levels in outdoor areas and interior spaces to <br /> Development Title standards. <br /> Riparian Habitat <br /> An existing pond is located on a portion of lots 2, 3 & 8. The pond is a portion of an <br /> existing creek that empties into Dry Creek. Riparian habitat exists around the edge of <br /> the existing pond. Development Title section 9-1510.5 states that parallel to any natural <br /> bank of a waterway, a natural open space for riparian habitat and waterway protection <br />
