(SA-95-2) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has <br /> reviewed the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated nonattainment by the EPA and <br /> the California Air Resources Board for the following pollutants, PM10 (fine particulate <br /> matter) and 03 (ozone). <br /> Based on the information provided, a Negative Declaration is appropriate from an air <br /> quality perspective. However, there are air quality impacts that will be associated <br /> with construction phase of this project. Projects of this type can generate emissions <br /> from the movement of soil, use of construction equipment, bulk materials handling, <br /> asphalt paving and other related activities. <br /> This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM70) <br /> entrained into the ambient air from man-made sources. Specifically, the Rules within <br /> Regulation VIII that apply to your project are: Rule 8010 (Administrative <br /> Requirements), and Rule 8020 (Construction, Demolition, Excavation, and Extraction <br /> Activities). <br /> Rule 8030 (Handling and Storage of Bulk Materials), Rule 8060 (Paved and Unpaved <br /> Roads) and Rule 8070 (Parking, Shipping, Receiving, Transfer, Fueling, and Service <br /> Areas) may apply to this project. <br /> David L.Crow <br /> P.vecutire Director Air Pollution Control Officer <br /> Northern Region Central Region Southern Region <br />
