STATE ROUTE 99 <br /> EAST FRONTAGE ROAD APN 179-172-04 PA 0800306 (UP) <br /> Engineering and Transportation Planning has reviewed the subject application. Based on our review, <br /> conformance to the City of Stockton Standard Specifications and Plans is recommended. In addition, <br /> the following conditions are recommended: <br /> 1. The owner/applicant shall install full frontage improvements on Frontage Road, within the limits of <br /> the site, including, but not limited to, sidewalks, street lighting, and driveway installation. Said <br /> improvements shall be installed prior to initiation of permitted use. Should installation of these <br /> improvements prove not practical due to existing physical constraints, the owner/developer should <br /> enter into and record a Deferred Improvement Agreement whereby the owner/developer agrees to <br /> install the required improvements at such time as it is practical. Further, all off-site improvements <br /> shall conform to City of Stockton Standard Plans and Specifications. <br /> 2. All parking and traveled areas, including the proposed vehicle storage area, should be paved with <br /> asphalt or concrete per the City of Stockton Development Standards for Off-Street parking to <br /> ensure that vehicles exiting the site onto public streets are track and dust free. <br /> 3. The Regional Transportation Plan for San Joaquin County identifies the need to ultimately widen <br /> State Route 99 to 8 lanes. While only conceptual improvement designs have been prepared for <br /> the future widening, it is known that the 8 lane widening will need occur to the outside shoulder <br /> area, thus requiring additional right way. Therefore, it is strongly recommended that the <br /> owner/developer be required to provide a minimum 50' building setback along the entire frontage <br /> We appreciate the opportunity to comment on this application. <br /> MICHAEL M.
