MEMORANDUM <br /> FILE ECPY <br /> DATE: September 4, 2002 <br /> TO: Raymond Borges, Lead Sr. R.E.H.S. <br /> Land Use, Unit I1, Environmental Health Department <br /> FROM: Adrienne Ellsaesser Lead Sr. R.E.H.S. <br /> Small Public Water Systems, Unit IV, Environmental Health Department <br /> The deficiencies specified below have not been met and shall become conditions for <br /> approval of the Use Permit: <br /> The operators of the Stockton Baptist Church Water System (SBCWS) were <br /> notified in a Notice of Violation issued from EHD on June 29, 2000, that the <br /> water system exceeded the Maximum Contaminant Level (MCL) of 0.2 parts per <br /> billion (ppb) for DBCP. <br /> A review of the file and site inspection on March 14, 2002, found SBCWS failed <br /> to comply with all of the corrective actions required by EHD. The operators of <br /> SBCWS were instructed to correct the deficiencies by April 19, 2002. The <br /> deficiencies found are as follows: <br /> • The Public Notification was not viewed posted at the facility, and the <br /> operators of SBCWS failed to submit a copy of the notice to EHD. <br /> • The operators of SBCWS failed to submit to EHD a compliance <br /> agreement, which states the method and time frame in which a <br /> permanent source of approved water will be provided. The operators <br /> of SBCWS obtained a Will Serve letter from the City of Stockton, but <br /> have not informed EHD of their plans to connect to this source. ' <br /> The operators of SBCWS have not complied with EHD's directives to correct the <br /> deficiencies and are currently in non-compliance with the Safe Drinking Water <br /> Act. <br /> 1. The Use Permit shall include the condition that a permanent means to meet Safe <br /> Drinking Water Act standards for a Non Transient Non-Community Water <br /> System shall be met prior to approving the Use Permit to expand the current <br /> facility. <br />
