Item No. 1 <br /> PC: 93-92 <br /> UP-92-21 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-91-21 with the Findings and Conditions of Approval <br /> In the staff report. <br /> FINDINGS <br /> 1. The establishment, maintenance, and operation of the use does not conflict with the General Plan. <br /> • This Finding can be made because the proposed use is consistent with the <br /> Agriculture designation of the General Plan. The proposed church facility presents <br /> no significant General Plan policy Issues. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are property related to existing and proposed streets <br /> and highways. <br /> ' This Finding can be made because the project has public road frontage on State <br /> Route 99, East Frontage Road, and because all other services are already provided <br /> or will be Installed as required by the Ordinance Requirements contained In the <br /> Conditions of Approval. <br /> 3. The property involved is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Title. <br /> • This Finding can be made because the proposed project and site plan conform to all <br /> applicable Planning Title regulations and requirements. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for UP-92-21 found that <br /> the project would not be incompatible with surrounding land uses and that the project <br /> would not result In significant, adverse environmental Impacts. <br /> PROJECT DESCRIPTION <br /> This request is for a Use Permit application to establish a 155-seat church facility in an existing building. <br /> The church will be served by the following services: water supply by a private well, sewage disposal by <br /> a septic system, and any additional storm drainage resulting from additional construction or development <br /> to be retained on the site. <br />
