Item No. 1 <br /> PC: 93-92 <br /> UP-92-21 <br /> Page 3 <br /> of Hacienda Lane, the Department of Public Works has developed a recommended Condition of <br /> Approval requiring minimum improvements on the road to permit its use for access. <br /> Parking: <br /> The 55 parking spaces required by the recommended Conditions of Approval for this project are <br /> based on the requested seating capacity of the church (one parking space for each three fixed <br /> seats) and the number of people who are expected to be employed at the facility. Due to the <br /> speed of traffic (55 miles per hour) using the Frontage Road, staff has developed a recommended <br /> Condition of Approval that prohibits the use of the four parallel parking spaces on the property's <br /> frontage on State Route 99, East Frontage Road. The installation of the parking spaces will be <br /> required before the initiation of the use. <br /> Operational Characteristics: <br /> The application states that the church facility will be used for approximately eight hours on <br /> Sundays: during a four-hour period in the moming and again in the afternoon. The church office <br /> will be used by five employees during regular business hours, Monday through Friday. The <br /> applicant has also stated that there will be occasional Wednesday evening meetings and that <br /> there will be vacation bible classes during the summer. These two uses are not expected to <br /> increase the intensity of the use of the property, and no additional parking spaces will be required <br /> for them. <br /> Landscaping: <br /> As stated in the recommended Conditions of Approval, the applicant will be required to provide <br /> a minimum five-foot-wide landscaped strip along the frontage of the property. The strip will be <br /> continuous except where crossed by driveways and sidewalks and will be installed prior to the <br /> initiation of the approved use. <br /> FACILITIES/SERVICES: <br /> Water Supply Sewage Disposal and Storm Drainage: <br /> Water service and sewage disposal will be provided to the church by on-site facilities: specifically, <br /> by connection to a private well and septic system. The recommended Conditions of Approval <br /> from the Environmental Health Division indicate that repairs will be required to the septic system <br /> and that a new well will be required. Any additional storm drainage resulting from new <br /> construction or development is to be retained on the site. <br /> HAZARDS/CONSTRAINTS: <br /> Flooding: <br /> The project site is located within the 100-Year Flood Zone - specifically, the AO zone. This <br /> designation indicates that the site could expect to be covered by approximately one foot of wate <br /> during a 100-Year Flood.
