April 26, 2006
Anastasios and Esther Laios
12352 W. Larch Rd. ZQ6aY l I P 12' 40
Tracy, CA 95304 0'JNTY
S A ENY iRCtvN,ENT AEN7
San Joaquin County HEALTH pEpARTM
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
RE: OPPOSITION to Application Number PA-0600187
To Whom It May Concern:
We would like to inform you that we strongly oppose the planned project for 21356 Naglee Road
(Application # PA-0600187), a 250 seat religious facility to be built on the comer of West Larch
Road and Naglee Road.
We have lived on West Larch Road near the proposed site for approximately 27 years. In October
1995, the West Valley Mall was opened, and shortly afterwards an Auto Mall. The malls
brought increased traffic, noise, crime, and deteriorating road conditions. Very little has been
done to accommodate the tremendous increase in traffic volume on our street. Additionally, a
number of thefts by individuals passing through the neighborhood have occurred since the
opening of both malls. We were victims to such a major break in and theft in February 2004.
The proposed plan to build on 21356 Naglee Road would merely bring increased traffic,
accidents, loitering, and load music to the area. All of these items would further decrease the
quality of life for those of us residing in this rural neighborhood. Furthermore, the plan to build a
detention area(water holding pond) would lead to a significant increase in mosquitos and other
potential water-bome illnesses in the area.
The proposed plan also leaves in place two old, dilapidated buildings (i.e., the house and wood
shed), and also leaves a significant portion of the property undeveloped(i.e., open barren land).
This leaves us with concerns regarding how these buildings and the surrounding barren land will
be used in the future.
Given the tremendous impact this project will have on our quality of life and those of our
neighbors, we strongly oppose Application#PA-0600187. Thank you for providing us with this
opportunity to voice our concerns regarding this proposal.
Si cerely,
Anastasios Laios
Esther Laios
