Demand for private docking sites is reflected in the increasing <br /> number of boats registered in San Joaquin County. This is <br /> illustrated in Figure .1.. <br /> 1. Population: <br /> The resident population of the Delta in San Joaquin <br /> County is 3, 172, according to the 1975 special Quote <br /> Census. Projected population of the area for 1980 <br /> and 1990 is 3,093 and 2,942 respectively. Visitor <br /> population raises density seasonally. An estimated <br /> one million visitor days are spent yearly with the <br /> bulk occurring between May and October. <br /> Urban development is strictly limited in the Delta <br /> through General Plan and Zoning restrictions, however, <br /> recreational development may increase due to the high <br /> demand to serve public needs. Land use of the area <br /> is indicated on Map 4. <br /> 2. Delta Master Recreation Plan (1976) : <br /> In June 1966, and again in February 1973, the <br /> California Resources Agency developed the Sacra- <br /> mento-San Joaquin Delta Master Recreation Plans in <br /> response to legislation. Both plans declared that <br /> a primary state goal for the Delta is to protect and <br /> develop the Delta' s scenic, wildlife and recreational <br /> resources. <br /> Turner Cut is designated as a Multiple Use Area. <br /> Definition - Those waterways, or portions of water- <br /> ways, which have little or no natural values and <br /> moderate to minor scenic values. They may have <br /> substantial waterside development and/or generally <br /> have sufficient water surface to accommodate a <br /> variety of intensive uses. These areas shall be <br /> managed and used to protect and further the public <br /> trust, restrict inappropriate development in the <br /> waterway, and maintain through-navigation. <br /> 3. Recreational Activities: <br /> Intensive water dependent projects such as boat <br /> launching sites, developed boat destination <br /> anchorages, fishing access sites and parks support- <br /> ing a wider range of activities are appropriate <br /> in these areas. All such projects shall ensure that <br /> the scenic values of the area are retained with <br /> mitigation for vegetation loss. <br /> - 12 - <br />
