A preliminary trail system concept plan in the Delta Master Recreation Plan indicates a future riding-hiking/biking-hiking trail along the levee on Roberts Island. Neither the state nor the county have advanced this proposal past the study stage. However, a trail which flanks Neugebauer Road will create a safety hazard unless both the levees and the road are improved. In addition, recreational vehicle traffic will likely compound the problem (See Map 5) . 4. The Peripheral Canal : The State Department of Water Resources plans to construct the Peripheral Canal as an integral feature of the California State Water Project. The proposed canal is a water conveyance facility, to transport water from the Sacramento River to existing aqueducts of the State Water Project and the Federal Central valley Project and to twelve release facilities built into the canal where it crosses waterways in the Sacramento-San Joaquin Delta. The 43 mile canal will traverse Lower Roberts Island approximately 8 miles east from the proposed marina. The canal will cut across several roads and might hamper circulation in the Delta islands. Bridges will be required for State Highway 4 and inland Drive on Roberts Island. State Highway 4 provides the primary access to the proposed marina from the major population centers. Additional recreation areas are also planned along the canal. Jacob's Road Wildlife Area will be developed as a marsh habitat on Roberts Island. While this particular development will not cause a conflict with the proposed marina, an increase in traffic is likely to occur, other islands will also be scheduled for recreational development which will include boating and launching areas. The levees along the canal will also be designed for recreation and wildlife. 15 -
