A preliminary trail system concept plan in the <br /> Delta Master Recreation Plan indicates a future <br /> riding-hiking/biking-hiking trail along the levee <br /> on Roberts Island. Neither the state nor the <br /> county have advanced this proposal past the study <br /> stage. However, a trail which flanks Neugebauer <br /> Road will create a safety hazard unless both the <br /> levees and the road are improved. In addition, <br /> recreational vehicle traffic will likely compound <br /> the problem (See Map 5) . <br /> 4. The Peripheral Canal : <br /> The State Department of Water Resources plans to <br /> construct the Peripheral Canal as an integral <br /> feature of the California State Water Project. <br /> The proposed canal is a water conveyance facility, <br /> to transport water from the Sacramento River to <br /> existing aqueducts of the State Water Project and <br /> the Federal Central valley Project and to twelve <br /> release facilities built into the canal where it <br /> crosses waterways in the Sacramento-San Joaquin <br /> Delta. The 43 mile canal will traverse Lower <br /> Roberts Island approximately 8 miles east from the <br /> proposed marina. <br /> The canal will cut across several roads and might <br /> hamper circulation in the Delta islands. Bridges <br /> will be required for State Highway 4 and inland <br /> Drive on Roberts Island. State Highway 4 provides <br /> the primary access to the proposed marina from the <br /> major population centers. <br /> Additional recreation areas are also planned along <br /> the canal. Jacob's Road Wildlife Area will be <br /> developed as a marsh habitat on Roberts Island. <br /> While this particular development will not cause a <br /> conflict with the proposed marina, an increase in <br /> traffic is likely to occur, other islands will <br /> also be scheduled for recreational development which <br /> will include boating and launching areas. The <br /> levees along the canal will also be designed for <br /> recreation and wildlife. <br /> 15 - <br />
