III ENVIRONMENTAL IMPACTS <br /> A. Project Effects : <br /> 1. Conversion of the Land Use : <br /> The parcel is currently in agricultural production. <br /> The estimate at the initial stage of development is <br /> to convert 6-7 acres into recreational-vehicle and <br /> auto parking, mobilehome sites and dry boat storage. <br /> The remainder will continue in agricultural use. <br /> If the feasibility of expanding the recreational <br /> vehicle parking area proves positive the 33 acre <br /> parcel will be entirely converted. While the loss <br /> of agricultural land is small relative to the total <br /> county lands in production, it represents a part of <br /> the gradual loss of these areas experienced in recent <br /> years. <br /> 2. Increased Traffic on Neugebauer Road: <br /> Neugebauer Road has a 40 foot wide right of way, <br /> but the actual paved road is considerably less. <br /> On a narrow road such as this, the increased <br /> traffic, especially from recreational vehicles, <br /> creates a significant safety hazard. In addition <br /> access to and from the parking area must be care- <br /> fully layed out to prevent circulation problems. <br /> A launching ramp will create further problems, if <br /> it is constructed. The ramp, as currently conceived, <br /> will require a 50 foot levee edge fill projecting <br /> 10 feet into the waterway. It is accessible only to <br /> traffic coming from the south (See Figure 2) . The <br /> entire ramp must be located off the right of way <br /> and may require more than a 10 foot width. In <br /> any case the skill which a driver maueuvers his <br /> trailer onto the ramp varies considerably. In <br /> the course of backing onto the ramp, the car and/or <br /> the trailer will occasionally enter the right of <br /> way and obstruct traffic. <br /> The Delta Advisory Planning Commission has proposed <br /> that all roads which flank waterways, such as <br /> Neugebauer Road, should be classified as scenic <br /> highways. Furthermore, scenic area turnouts for <br /> cars should be constructed along these highways <br /> to encourage tourism and to reduce the serious traffic <br /> problem now occurring from sightseeing. Additional <br /> traffic increases is likely from such a designation. <br /> - 17 - <br />
