(See Table 4) . <br /> An indirect impact of this growth is the increased demand for <br /> convenience facilities. Stockton and Antioch are the nearest <br /> areas where such stations are located. Additional demand is <br /> likely to be absorbed in these existing facilities although new <br /> ones may be required as additional recreational developments are <br /> established. Because the General Plan and the zone prohibits <br /> commercial uses in the Delta, any new convenience facilities must <br /> be built in existing commercial areas in Stockton. <br /> Population and housing growth produced by the proposed marina <br /> will not be great. However, seasonal increases in population <br /> could create a demand for public services, such as police and <br /> fire protection, which are not readily available in the area. <br /> Permanent residents are not expected to increase significantly <br /> as a result of the proposed marina. <br /> E. Alternatives to the Proposed Project : <br /> 1. No Proiect : <br /> Leaving the parcel in agricultural production <br /> would have several benefits. First, intensive <br /> agricultural production takes advantage of the <br /> rich peat soils, the moderate climate, the <br /> ample source of water and the flat topography. <br /> Second, the crops provide a resting and feeding <br /> area for migratory waterfowl. Third, the growth <br /> aspects of the marina are certain to create <br /> circulation problems on Neugebauer Road and Turner <br /> Cut waterways. These two transportation corri- <br /> dors are not built to handle major traffic. <br /> On the other hand the proposed marina has several <br /> advantages at this site. First, the area is desig- <br /> nated by the Delta Master Recreation Plan as a <br /> Multiple Use Waterway. Since the demand for <br /> recreational facilities exceeds the supply, the <br /> marina, if not located on the proposed site, will <br /> likely be proposed elsewhere in the Delta. Such <br /> a move could infringe on more environmentally <br /> sensitive areas. Second, the Delta' s economy is <br /> dominated by agriculture, but an increasingly <br /> important part is the growing recreation industry. <br /> This development would provide added income to <br /> the area and also create both seasonal and permanent <br /> employment. <br /> - 24 - <br />
