trips per berth per year is thus consistent with DNOD' s estimates.
The total trips generated from this project will be 4, 801.8 trips
per year. (See Table 4) .
An indirect impact of this growth is the increased demand for
convenience facilities. Stockton and Antioch are the nearest
areas where such stations are located. Additional demand is
likely to be absorbed in these existing facilities although new
ones may be required as additional recreational developments are
established. Because the General Plan and the zone prohibits
commercial uses in the Delta, any new convenience facilities must
be built in existing commercial areas in Stockton.
Population and housing growth produced by the proposed marina
will not be great. However, seasonal increases in population
could create a demand for public services, such as police and
fire protection, which are not readily available in the area.
Permanent residents are not expected to increase significantly
as a result of the proposed marina.
E. Alternatives to the Proposed Project :
1. No Proiect :
Leaving the parcel in agricultural production
would have several benefits. First, intensive
agricultural production takes advantage of the
rich peat soils, the moderate climate, the
ample source of water and the flat topography.
Second, the crops provide a resting and feeding
area for migratory waterfowl. Third, the growth
aspects of the marina are certain to create
circulation problems on Neugebauer Road and Turner
Cut waterways. These two transportation corri-
dors are not built to handle major traffic.
On the other hand the proposed marina has several
advantages at this site. First, the area is desig-
nated by the Delta Master Recreation Plan as a
Multiple Use Waterway. Since the demand for
recreational facilities exceeds the supply, the
marina, if not located on the proposed site, will
likely be proposed elsewhere in the Delta. Such
a move could infringe on more environmentally
sensitive areas. Second, the Delta' s economy is
dominated by agriculture, but an increasingly
important part is the growing recreation industry.
This development would provide added income to
the area and also create both seasonal and permanent
employment.
- 24 -
