Air quality monitoring is performed by local and state air quality
control agencies in order to determine whether the air meets quality
standards set by both the federal and state governments. The
National Ambient Air Quality Standards (NAAQS) are set by the
United State Environmental Protection Agency (EPA) . The state
standards are set by the California Air Resources Board (ARB) .
When state and federal air quality standards are not identical,
local air pollution control agencies are required to develop plans
to ensure that the more stringent standards are met.
In the San Joaquin-Stanislaus Air Quality Maintenance Area (AQMA) ,
the ARB projected that the air quality standards would not be met
by 1980 for either photo-chemical oxidants or total suspended
particulates (1) . Table 1 lists the air quality standards for
these two pollutants. The hourly standard for oxidant and the
24-hour average for Total Suspended Particulates are not to be
exceeded more than once per year.
The National Ambient Air Quality Standards are the ones that federal
regulations require meeting in the Air Quality Maintenance Planning
process.
TABLE 1
Air Quality Standards for Pollutants Included
in the San Joaquin-Stanislaus AQMA
Pollutant Averaging Time National Standard State Standard
Oxidant 1 hour 0.08 PPM 0.10 ppm3
Total Sus- 24 hours 260 ug/m100 ug/11
pended Annual Geometric 75 ug/m3 60 ug/m
Particulates Mean
Air quality monitoring has been performed in San Joaquin County by
the ARB and the San Joaquin Air Pollution Control District (APCD) .
The location of the single monitoring station for San Joaquin County
is at 1601 East Hazelton Street.
Photochemical oxidents are formed when two pollutant species,
reactive hydrocarbons and oxides of nitrogen, react in the presence
of sunlight to form a new group of compounds, photochemical oxidents.
The reactive hydrocarbons and oxides of nitrogen emissions are largely
attributed to the internal combustion engine.
