State of California
Memorandum
ro State Clearinghouse Date February 24, 1978
1400 Tenth Street
Sacramento, California 95814 Place Sacramento
From Department of Food and Agriculture
Schedule No. 7802 0759 - ROBERTS ISLAND MARINA
The preliminary EIR for the proposed ROBERTS ISLAND MARINA contains an
inconsistency regarding the quantity of land which is proposed for redesignation
under the Use Permit. While it appears that the entire 33 acre parcel is to be
the subject matter of the Use Permit, only 7 acres may be needed, if the
launching ramp is not constructed. To clarify the scope of the Use Permit,
the EIR should either more precisely define the project limits or include
project alternatives (e.g. one of 7 acres and one of 33 acres) which could
be considered independently.
If the project site is to encompass the entire 33 acres, the impact on adjacent
agricultural lands must be discussed in greater detail. The EIR should note that
the 33 acre parcel is adjacent to two parcels under Williamson Act contract
(Nos. 71-13-28 and 71-34-30). As such lands are effectively enforceably restricted
for a minimum ten year period to agricultural use, the EIR must delve into the
possibility that project development may adversely impact (e.g. dust, noise
complaints) agricultural operations and may create economic hardships on
agricultural operators forced to limit or curtail such operations.
Barry J.
