Analysis <br /> Background <br /> The applicant, the Ripon Cemetery Association, has an existing cemetery nearby,within the City of Ripon. <br /> Representatives from the Association's Board of Directors have stated that they are seeking this Zone <br /> Reclassification as the first step in establishing a new cemetery because they are running out of space <br /> at their existing cemetery. If the Zone Reclassification is approved, the applicants intend to proceed with <br /> obtaining a Site Approval for a cemetery within the next five years. <br /> Bases for Zone Reclassification <br /> In order to approve the Zone Reclassification request, the following two determinations must be made: <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and <br /> any applicable Specific Plan; and <br /> 2. The proposed zone district is reasonable and beneficial at this time. <br /> Both of these determinations can be made. The P-F zone is a consistent implementing zone for most <br /> General Plan designations, including the Neighborhood Commercial and Agriculture Urban Reserve <br /> designations.
