Jail • S • LUDO J: JJNM UA UtVAKIMtNI Ur IKANJNUKIAIIUN NO .314J N 3/J
Mr. Funderburg
December 30, 2004
Page 2
• In lieu of reliance on the automobile for every trip, the Department supports the
concept of a local circulation system which is pedestrian-, bicycle-, and transit-
friendly in order to enable residents to choose alternative modes of transportation.
Also, a mixture of land uses creates opportunities to substitute walking for driving.
Improved transit accommodation through the provision of park and ride facilities,
signal prioritization, or other enhancements can also improve mobility.
• Given the importance of mobility options, the project should provide an assessment of
how various transportation options will be incorporated into the development.
Specifically, pedestrian and bicycle access to and through the subject site should be
provided, and Transportation Demand Management strategies such as carpool and
vanpool formation and parking addressed as well. The manner in which land is
developed can have a profound effect on the viability of alternative transportation
options. Compact, mixed-use "village" centers designed at a human (pedestrian /
bicycle) scale enable residents and visitors to achieve a high level of mobility. The
Department encourages the applicant to incorporate design features which promote
walking and bicycling, vastly expanded public transit options, accessibility for
children, the elderly, and persons with disabilities, and transit priority treasures to
make travel times competitive with the automobile.
If you have any questions or would like to discuss our comments in more detail, please
contact Dan Brewer at(209) 948-7142 (e-mail: dan.brewer(a-,dot.ca.gov) or me at (209)
941-1921.
Sincerely,
i
TOM DUMAS, Chief
Office of Intermodal Planning
i
I
f
'' altran.c imptaver niohilery aemss Laliforwia- s
I
