ADDENDOM TO DM1ROXXEnAL APPRAISAL NO. 4736A <br /> 9. xaspgnsa to Public Notice: Originally a public notice was issued on <br /> lb September 1970 for axisti S wW proposed facilities at Mr. Darrah's property. <br /> Due to swisa problems 1nvolvins the floating hoses, approval was not given by <br /> the San Joaquin 'Local Health District. All of the houseboats were posted as <br /> unfit for human habitation and declared a public nuisance. Mr. Darrah was <br /> issued a "CMN and Desist" letter in 1975 when a field inspection determined <br /> that additional construction had taken place within the river. It was requested <br /> i that a revised applieatios be sabaitted and the existing sanitary problems <br /> re"lved with the Sealth District. <br /> Public Notice No. 4736A was issued on 28 Navmber 1975. Application was for <br /> existing and proposed floating homes with sewage system and existing boating <br /> facilities. Application received approval from the San Joaquin Local Health <br /> ' Dtstrict p=rovided applicant complies to savage disposal requirements. Appro- <br /> *vdls were also received from EPA, Department of Commerce, and San,Joaquin County <br /> Plaaaiag Department. The Interior want <br /> a step further by requesting removal of existing houseboats used as residences. <br /> Mr. Darrah met with State and Corps' personnel on 28 May 1976 to resolve objec- <br /> tions. The. revised application submitted in September 1976 failed to reflect <br /> f isld coaditian ind proposed changes. A naw revised application vas not sub- <br /> mitted until August 1977. As he still proposed additional floating homes, he <br /> was advised by telephone that we could not issue a permit due to State objec- <br /> tions. Mr. Farrah agreed to delete the proposed floating homes. In addition, <br /> Mr. Darrs'-'s new application proposed four spaces to construct houseboats, which <br /> were to be relocated from the area When completed. <br /> Due to the char-ges made in the application since our public notice, copies of <br /> the drawings and letter prepared bS Mr. Darrah's agent were forwarded to the <br /> State and Interior for comments. <br /> In response, the Department of the Interior objected to the floating how and <br /> I recoemianded that the applicant relocate the structure to an established marina. <br /> i As the floating hose at Location "A" has been at Mr. Darrah's property for 12 <br /> .years and existed before the Delta Master Recreation Plan was written, we feel <br /> that the structure is "graadfatherable". The Interior also recommended that <br /> **Vag* iAcilities be instal'ad a, the h,:ucaba.t at Location "C" and in the <br /> vicinity of the houseboat construction area. The applicant gill be required to <br /> meet these requirasents by the San Joaquin Local health District and he appears <br /> to be aareaabla to installing proper sewage facilities. <br /> The Resources Agency of California stated they do not object to the floating home <br /> at Location "A" since it existed before the Delta Master Recreation Place. The <br /> State said that the houseboat at Location "C" would be authorized only if it <br /> has been in the Delta prior to February 1973. As the structure is a self-pro- <br /> palled reaael, according to Mr. Darrah, we do not exercise jurisdiction over <br /> IA regards to the construction of houseboats at Locations M, N, 0, and P, tte <br />
