8. Approved vehicle access for firefighting shall be provided to all construction or demolition sites. <br /> Vehicle access shall be provided to within 100 feet (30 480 mm) of temporary or permanent fire <br /> department connections. Vehicle access shall be provided by either temporary or permanent roads, <br /> capable of- supporting vehicle loading under all weather conditions. Vehicle access shall be <br /> maintained until permanent fire apparatus access roads are available. CFC 3310.1 <br /> 9. The Fire Department Fire Access Roads shall meet the requirements established by the San <br /> Joaquin County Fire Chiefs Association. <br /> 10. Where access to or within a structure or an area is restricted because of secured openings or where <br /> immediate access is necessary for-life-saving or fire-fighting purposes, a key box is required to be <br /> installed in an approved location. The key box shall be of an approved type and shall contain keys <br /> to gain necessary access as-required by the fire code official. CFC 506.1 <br /> VII. SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT(Georgia Stewart, (559)230-5937) <br /> 1. Significance Impact for Annual Criteria Pollutants Emissions-The Project specific annual emissions <br /> of criteria pollutants are-not expected to exceed any of the following District significance thresholds: <br /> 100 tons per year of carbon monoxide (CO), 10 tons per yearofoxides of nitrogen (NOx), 10 tons <br /> per year of reactive organic gases (ROG), 27 tons per year of oxides of sulfur (SOx), 15 tons per <br /> year of particulate matter of 10 microns or less in size (PM10), or 15 tons per year of particulate <br /> matter of 2.5 microns or less in size (PM2.5). Therefore, the District concludes that the Project <br /> would have a less than significant impact on air quality when compared to the above-listed annual <br /> criteria pollutant emissions significance thresholds. <br /> 2. District Rule 9510 (Indirect Source Review) - District Rule 9510 is intended to mitigate a project's <br /> impact on air quality through project design elements or by payment of applicable off-site fees. The <br /> Project is subject to District Rule 9510 if it equals or exceeds 50 residential dwelling units and has <br /> or will receive a project-level discretionary approval from a public agency. If subject to the rule, an <br /> Air Impact Assessment(AIA) application is required prior to applying for project level approval from <br /> a public agency. In this case, if not already done, please immediately submit an AIA application to <br /> the District to comply with District Rule 9510. <br /> 3. In the case the Project is subject to Rule 9510 an AIA application is required and the District <br /> recommends that demonstration of compliance with District Rule 9510, before issuance of the first <br /> building permit, be made a condition of Project approval. The AIA <br /> application form can be found online at: http://www.valleyair.org/ISR/ISRFormsAndApplications.htm. <br /> 4. District Rule 4002 (National Emissions Standards for Hazardous Air Pollutants) - In the event an <br /> existing building will be renovated, partially demolished or removed, the Project may be subject to <br /> District Rule 4002.This rule requires a thorough inspection for asbestos to be conducted before any <br /> regulated facility is demolished or renovated. Information on how to comply with District Rule 4002 <br /> can be found online at: http://www.valleyair.oig/busind/comply/asbestosbultn.htm. <br /> 5. Regulation VIII (Fugitive PM10 Prohibitions) - The Project will be subject to Regulation VIII. The <br /> project proponent is required to submit a Construction Notification Form or submit and receive <br /> approval of a Dust Control Plan prior to commencing any earthmoving activities as described in <br /> District Rule 8021 - Construction, Demolition, Excavation, Extraction, and Other Earthmoving <br /> Activities.
